Survivors near his area calls him under the nickname Gas Mask Man and is confronted by Kyle Crane during the side quest Gas Mask Man, having heard rumours from one of the Fishermen's Village's guards about him sabotaging the village gates. He defends himself by saying that someone else from the village was deliberately wearing a gas mask and trying to falsely accuse him of the crime. He also explains that he knows who was trying to frame him.
Before he reveals who the culprit is to Crane, he must first fetch his lost bag, underneath the bottom of a nearby lake. Upon handing over the bag, he reveals that while he doesn't exactly know who it was, he does know that it was from the village. When Crane asks what was in the bag, he replies that it contained clean air. After the quest has been completed, his status becomes unknown as he is nowhere to be found, resulting in the garage being abandoned.
- Shakur believes that the Harran Virus is spread through air and that the normal air outside is contaminated, thus his reason for him wearing the gas mask and having the player tasked with bringing him his bag of fresh air from the bottom of the river.
- Shakur talks about himself in third person and is possible that he has mental issues. At the same time, while armed with a military rifle, he doesn't attack Kyle and is resourceful enough to defend himself from Kyle's initial accusation, getting Kyle to fetch his bag and pointing him towards the village's fishermen.
- It's revealed that Shakur cannot swim for his bag underwater, explaining his reason for Crane to fetch the bag for him.
